Lost and Found

I have seen this sign at the town hall and the general store since Saturday:

Found: 3 goats Please call xxx-xxxx

How in the heck do you lose 3 goats and not be able to find them within a couple of days in a small town - especially when signs are posted? How the heck does it happen that no one in town seems to know who the owner is?

I'm guessing that the goats were dumped (kind of like people "dump" their dogs - except they probably didn't get to ride in the back seat of a sedan).
